This isn't the first time that I've run up on this problem. Hunters call to book a hunt, then they try to get their non-resident small game license, only to find that they can't get one in Mississippi because they don't have a hunter safety card. Here is the most recent email:
Hello Rob,
I have encountered a problem. I went to the Mississippi state website to order a license and discovered that I need a hunter safety card. My birthday is after the cutoff. Here in Alabama, you don't have to have a hunter safety card unless you were born after 1975. Is the safety card required for everyone; even people going with a guide such as yourself; or just residents wanting to buy a license to hunt on their own. If it's required for everyone, I don't see how I can make the time to come to Mississippi to take the course.
Is there not a reciprocal agreement between states? If a hunter is good to hunt in his state, that doesn't necessarily mean he can hunt in Mississippi. And in this case, the hunter would have to travel to Mississippi and take the hunter safety course, then travel back to Mississippi to actually hunt. Being that most of my hunters are waterfowl hunters from out of state (AL, GA, SC, NC, NY, MN, MO, IN, OH, IA, FL) they aren't able to drive to Mississippi in the summer or fall to take a hunter's safety course.
They way I understand it, if you're born after the 1972 date, then you're pretty much hung out to dry if you're a non-resident and you want to hunt Mississippi. And with all of the advertising MS does for hunting, it seems like something could be done to fix this problem. Is there some type of online course?

All states have a reciprocal hunter ed agreement. Each state's hunter ed must meet national requirements. A MS hunter ed card is good in any state you go to. The same for a AL hunter ed card.
If this guy from AL has satisfactory completed the hunter ed requirements in AL and has his hunter ed card, he meets MS hunter ed requirements. He can have a Hawaii hunter ed card living in AL and would be good to go in MS. If he was born after Jan 1, 1972, he has to have a hunter ed card to hunt in MS no matter what state he is from.
My guess is he either doesn't have a hunter ed card or there was a communication problem between him and the operator.
